This is the kit for the shock cord that is located under the aft deck lip.  When the boat is not being sailed but the rudder and tiller are still on, the tiller tender can be pulled up and over the tiller to keep it held at center.  The tiller tender can also be used to hold the tiller at center when single handing if you need to go forward in the boat briefly.  A tiller tender is standard on all new Flying Scots.
